Solution: (4) I. $x^{2}=81$
$\Rightarrow x=\sqrt{81}= \pm 9$
II. $y^{2}-18 y+81=0$
$\Rightarrow(y-9)^{2}=0$
$\Rightarrow y-9=0 \Rightarrow y=9$
Clearly, $x \leq y$
