Solution: (4) I. $x^{2}-6 x+9=0$
$\Rightarrow(x-3)^{2}=0 \Rightarrow x-3=0$
$\Rightarrow x=3$ II. $y^{2}-11 y+24=0$
$\Rightarrow y^{2}-8 y-3 y+24=0$
$\Rightarrow y(y-8)-3(y-8)=0$
$\Rightarrow(y-3)(y-8)=0$
$\Rightarrow y=3$ or 8
Clearly, $x \leq y$
