Solution: (1) I. $4 x^{2}-25 x+39=0$
$\Rightarrow 4 x^{2}-12 x-13 x+39=0$
$\Rightarrow 4 x(x-3)-13(x-3)=0$
$\Rightarrow(x-3)(4 x-13)=0$
$\Rightarrow x=3$ or $\frac{13}{4}$
II. $18 y^{2}-15 y+3=0$
$\Rightarrow 18 y^{2}-9 y-6 y+3=0$
$\Rightarrow 9 y(2 y-1)-3(2 y-1)=0$
$\Rightarrow(2 y-1)(9 y-3)=0$
$\Rightarrow y=\frac{1}{2}$ or $\frac{1}{3}$
Clearly, $x>x$
