Solution: (3) I. $2 x^{2}-21 x+52=0$
$\Rightarrow 2 x^{2}-8 x-13 x+52=0$
$\Rightarrow 2 x(x-4)-13(x-4)=0$
$\Rightarrow(2 x-13)(x-4)=0$
$\Rightarrow x=\frac{13}{2}$ or 4
II. $2 y^{2}-11 y+12=0$
$\Rightarrow 2 y^{2}-8 y-3 y+12=0$
$\Rightarrow 2 y(y-4)-3(y-4)=0$
$\Rightarrow(y-4)(2 y-3)=0$
$\Rightarrow y=4$ or $\frac{3}{2}$
Clearly, $x \geq y$
