Solution: (4) Disqualified candidates:
Year $2003 \Rightarrow 600 \times(100-28) \%$
$=\frac{600 \times 72}{100}=432$
Year $2005 \Rightarrow \frac{1040 \times 60}{100}=624$

$=432+624=1056$
